与此同时，要求在**现场工作的每一个人员都要遵守现场的一切安全环境管理规定和国家安全环保法律法规.
Meanwhile, it requires every personnel on site of ** must abide by safety & environment management regulations and safety & environmental protection laws.

目的/ Purpose

加强对承包商的安全和环境管理，减少生产安全事故和环境污染事故的发生，保护承包商从业人员的健康和安全。
Reinforce the safety & environment management to contractors; decrease accidents happening in production safety and environmental pollution; protect contract personnel’s physical security and safety.

应用范围/ The scope of application

此管理制度适用于与**签订工程承包合同和各种服务合同并在**现场工作的所有承包商.
This management system is available for construction contractors and services contractors which have signed contract with ** and all contractors are working on site of **Town.

一、签订合同/ Sign the contract
1、公司与承包商签订合同时必须对承包商的施工资质进行审核，并对公司背景进行必要的考察，以确保有足够实力和管理水平在现场安全地施工。
HWM must auditing contractor’s construction qualification and investigates its company background essentially before contract signed, to be ensure contractor has abilities and high management level undertaking project on site safely.

2、所有的施工合同都必须注明承包商所应承担的安全环保责任和义务并保证得到实施。
All construction contracts must be included safety & environmental protection responsibilities and obligations for contractors and to ensure implemented by contractors.

3、合同应约定承包商违反公司现场安全环境管理规定所应受到的惩罚。
Contract should refer to the punishment in case contractor acts against safety & environment management regulations from HWM.
