前言
随着我国法制化的日趋健全和完善,安全生产监督管理体系也逐步向科学化、规范化、制度化发展,安全评价作为现代先进安全生产管理模式的主要内容之一越来越受到重视。“安全第一、预防为主”是我们党和国家始终不渝的安全生产方针,开展安全评价正是突出“安全第一”、体现“预防为主”的一项重要工作,是“安全第一、预防为主”方针在企业安全生产中的具体体现。安全评价不仅能有效地提高企业和生产设备的本质安全程度,而且可以为各级安全生产监督管理部门的决策和监督检查提供有力的技术支撑。
