Why do we do a DSTI 为什么我们要做DSTI？
- To reduce the risk of injury to the employees in the workplace.

- To raise the safety awareness about both potential and real hazards that exists in the workplace.

- To analyze and assess each of our planned work tasks for hazards

- Once the hazards are identified, we then nominate control measures and discuss the correct methods the team will use to control the identified hazards.

Who is to do a DSTI 谁要做DSTI?
- To work effectively it is to be contributed to by all individuals in the work team.

- It is to be facilitated by the work group supervisor / foreman / team leader.
它为施工主管/队长/领队/提供了便利。
- The Supervisor / Competent Designee are responsible & accountable for ensuring that each task is analyzed for hazards & control measures implemented.

- It requires all task performers to participate in analyzing each task for hazards, safe work practices and any occupational health considerations

Who has responsibilities associated with the DSTI DSTI是谁的职责?
- All members of the work party have responsibilities to contribute to the DSTI discussion and assist with identifying hazards and implementation of control measures.

- The supervisor / foreman are responsible for ensuring that the task does not start without DSTI.

What types of hazards can we expect to find in our workplace?

· Lifting and rigging activities 吊装和起重作业
o Ensure that the operations are performed by a competent and authorized person
确保任务是由有能力的人员经过批准执行的。
o Ensure that the lifting / rigging equipment is in good condition
确保吊装/起重设备在好的状态下运作。
o Ensure that non-involved persons do not enter the work area
确保不相关人员不得进入施工区域。
o Set up the barricading prior to the commencement of the work.
在开始作业前设置路障。
· Cranes in the work area 施工区域的起重机
o Ensure that the crane is operated by a competent person
确保起重机是由有资格人员操作的。
o Ensure that entry into the lift area is controlled (spotter, barricading, etc.)
确保进入吊装区域是受到监管的（现场监护人员、路障等）。
o Ensure that the counter weight swing area is clear
确保重物摇摆区域畅通。
· Over head work 头顶作业
o Always be alert to over head work going on around your work areas
时刻注意你周围区域高处作业的动向。
o Observe the barricades positioned by others to prevent persons entering areas where overhead work is in progress
观察路障方位，防止其他人员进入正在进行高处作业的区域。
o Set up drop zone protection before you commence any overhead work
在开始高处作业前设立坠落区域保护。
· Work that involves creating penetrations and removal of handrail systems
涉及开孔或拆除护栏装置的工作
o Ensure that the entries into areas where these activities are conducted are well barricaded to prevent non-involved persons from entering.

o Set up static lines as / if required

o Ensure that any person that needs to approach within two meters of an unprotected edge is secured against a fall. Harnessed and hooked up

· Working at heights 高空作业
o Check the harness and lanyard assemblies for damage / defects
检查安全带和吊带装置是否有损伤/缺陷之处。
§ Ensure that they are fit for purpose

§ Use the buddy system to check each other’s harness and attachment points
互相检查安全带和挂扣点。
o 100% tie off is mandatory when working above 1.8m
凡是高于1.8米的作业100%佩戴安全带是强制性的。
o Ensure that the green scaff tag is displayed on the scaffold prior to entry
进入前确保脚手架上有绿色警示标签。
· Hot works & spark containment 热加工和火花控制
o Correct PPE (gloves, leather aprons, etc)
正确佩戴个人劳动保护用品（如:手套、皮围裙等）。
o Ensure that the sparks & molten l generated in the operation is contained
确保操作产生的火花和金属熔渣受到控制。
o Make sure that your welding earth clamp is < 3 meters from the welding area
确保你的地线电焊钳距离电焊点小于3米。
o Have a charged fire extinguisher on standby at the work area
在工作区域放有一个充满灭火材料的灭火器要。
· Use of angle grinders角磨机的使用
o Double eye protection, hearing protection
双重眼睛保护，听力保护。
o Elevate leads where possible and ensure that they are kept from walkways / access ways.
将电源线提到可能的地方，确保它们不在走道/过道。
o Keep electrical leads out of water
电源线放置应该避开水体。
· Interface with other contractors / trades in the work area 工作区域有其他承包商
o Discuss with the others sharing your work area about their work any impact it may have on your team
讨论合理共享施工区域-可能给你们的队组造成某些影响。
o If necessary involve them in the DSTI
如果必要时出席他们的DSTI会议。
What do you do if the work progresses to activities not discussed at the DSTI?
如果在出席DSTI会议时讨论得不到进展时，你应该怎样做？
- Stop work, discuss the situation with the supervisor, “take 5” and revise / renew the DSTI with the work group adding new activities / hazards & control measures.
停止施工，和监督讨论情况，出示“给5分钟安全卡”及和工作组一起修改\更新、增加新的行动-危险管理措施。
不进行DSTI会议，不能施工！

Record Keeping 记录保存
- Supervisor / foreman who controls the work in the area is to keep records of the following in a folder at the immediate work area:
由区域监管人/组长把记录文件夹存放在邻近施工的区域内。
- Completed DSTI signed by all members of the work team
填写完毕DSTI表格后让每位施工队组成员在上面签字。
- JSA for the task being conducted by the work team
JSA工作安全分析报告是队组对施工作业的实施方法。
- Copies of any permits required for the work area.
复印所有施工现场要求的工作许可。
- These are to be made available to PK / CMIIC supervision upon request.
这些是供PK/CMIIC监管人员检查之用。
