本中心依据GB/T15481-2000《检测和校准实验室能力的通用要求》和JJF1069-2000《法定计量检定机构考核规范》重新编制了《质量手册》（2003版），经中心办公会批准，现予颁布，本手册自二零零三年九月十五日起实施。以替代《质量手册》（98版）本手册是我中心（计量）质量管理体系的法规性文件，全中心（计量）职工必须遵照执行。
