原创杂谈：挂牌督办好

       安徽省政府办公厅挂牌督办50处重大火灾隐患。各地要在重大火灾隐患单位的醒目位置悬挂“重大火灾隐患单位”警示牌，标明存在重大火灾隐患的场所、整改期限和整改责任人。同时，要挂牌督办一批本地区重大火灾隐患，始终保持隐患整治高压态势。要充分发挥政府主导和部门监管作用，明确整改责任人、制定整改方案、落实整改经费，确保2013年底前整改销案。看了这则报道，我感到该省把防火工作落到实处。挂牌督办的好处是：一是做到心中有数。哪些单位有重大火灾隐患，一目了然，便于掌握。二是有专人负责，或督办或由专人检查。重大火灾隐患处理到何种程度。三是“警示牌”，对单位领导是个刺激，对属下是个警惕。四是突出工作重点。安徽省有50处重大火灾隐患，别的省有多少？是否挂牌督办，处理得如何。五是利于改变工作作风。逼得干部深入基层，摸清安全情况，尤其挂牌督办的单位，进展如何，采取了哪些措施。六是实行目标管理。对重大火灾隐患是这样，其它安全隐患也应如此。采取量化管理，目标明确，把工作做实，利于保护人民生命安全。
